Focus and Scope
The ELKHA publishes a high-quality scientific journal related to Electrical and Computer Engineering. The scope of this journal covers the theory development, design and applications in Electrical Engineering related to the following sub-topics Automatic Control, Electronics, Power and Energy Systems, Telecommunication, Informatics, and Industrial Engineering. This journal regularly considers two types of contributions: (1) research papers that present the significant research on theory, design and applications, and (2) review papers that present the significant comparative study with a novel conclusion regarding the future direction of a specific topic.

Peer Review Process
The submitted paper must consider the journal template and can be written in two languages: Bahasa Indonesia and English (US),Final paper will be in English . The submitted paper should be an original paper and have never been published previously or not currently submitted/reviewed by other journal. The submitted paper will be initially reviewed by Editorial Board in order to select and to be sent to the reviewers (mitra bestari) for double-blind peer-reviewed process. The paper should conform the author’s guidelines and other basic requirements in order to avoid the delay for the next step, i.e. review process. The reviewers will give three decisions (Accepted, Accepted with minor correction, Accepted with major correction, and Rejected) mainly based on three aspects: fit to journal scope, academic quality and novelty. The accepted papers will be returned to the corresponding authors in order to be revised with a duration determined by the editorial board by considering the reviewer comments and the next publication time. The reviewers involved in ELKHA manuscript selection process are the experts in the electrical and computer engineering subject and the related issues. The final decision will be decided by Editor-in-Chief based on the suggestions or advice of the reviewer and following approval by the board of editors. All manuscripts should have a low level similarity to other sources to avoid plagiarism case when the paper is published. Therefore, all authors are suggested to use plagiarism detection software (Turnitin, Ithenticate, etc.) to perform similarity checks on their articles before submitting. A double-blind peer review is performed, meaning authors are not aware of the reviewer's identities, and vice versa. The final manuscript must be submitted before the deadline given by editorial board by considering the editors and reviewers comments. If the author(s) are unable to make the required changes, the manuscript will be rejected.
Publication Frequency
Twice a year:
Issue no. 1 is published on 25 April
Issue no. 2 is published on 25 October
Author should consider to the time of reviewing, revision, and editting process. so it is better to submit your paper as soon as possible.
Open Access Policy
This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.
Archiving
This journal utilizes the LOCKSS system to create a distributed archiving system among participating libraries and permits those libraries to create permanent archives of the journal for purposes of preservation and restoration. More...
Publication Ethics
Publication Ethics
Ethical standards for publication exist to ensure high-quality scientific publications, public trust in scientific findings, and that people receive credit for their ideas. Therefore, responsibilities for author, reviewer, and editor are as follows:
Responsibility of the author
- Data Fabrication and Falsification
The author(s) must not do data fabrication and falsification and then present them in the manuscript that is submitted to ELKHA. Data fabrication means the researcher did not actually do the study, but made up data. Data falsification means the researcher did the experiment, but then changed some of the data. Both of these practices make people distrust scientists.
- Plagiarism
The author(s) must do in their best effort to avoid plagiarism although this will also be checked by editor and reviewer. Plagiarism by taking the ideas and work of others without giving them credit is unfair and dishonest. Copying even one sentence from someone else's manuscript, or even one of your own that has previously been published, without proper citation is considered plagiarism-use your own words instead.
- Multiple Submissions
It is unethical to submit the same manuscript to more than one journal at the same time. Doing this wastes the time of editors and peer reviewers, and can damage the reputation of journals if published in more than one. Therefore, multiple submission must be avoided.
- Redundant publications
This is also unethical where redundant publications or ‘salami’ publication means publishing many very similar manuscripts based on the same experiment. It can make readers less likely to pay attention to your manuscripts.
- Improper author contribution or attribution
All listed authors must have made a significant scientific contribution to the research in the manuscript and approved all its claims. Don't forget to list everyone who made a significant scientific contribution, including students and laboratory technicians.
Responsibility of the reviewer
- Qualification
Reviewers are free to accept or to decline the invitations to review particular manuscripts at their discretion. They should not accept manuscript review assignments for which they feel unqualified due to having no expertise to perform the review.
- Conflict of Interest
The reviewers should recuse themselves from the assignment if they may have a potential conflict of interest in performing the review, for instance the reviewers and authors have relation as research team in the published work, as colleague in the same research group/companies/laboratory associated with the manuscript.
- Confidentiality
Privileged information or ideas obtained by reviewers through the peer review process must be kept confidential and not used for personal advantage. Any manuscripts received for review must be treated as confidential documents, and must not be shown to or discussed with others except as authorized by the ELKHA Editor.
- Objectivity
When conducting their reviews, reviewers are asked to do so as objectively as possible, refraining from engaging in personal criticism of the author(s). They are encouraged to express their views clearly, explaining and justifying all recommendations made. They should always attempt to provide detailed and constructive feedback to assist the author(s) in improving their work, even if the manuscript is, in their opinion, not publishable.
- Citation of other sources
Reviewers should also identify in their reviews relevant published work that has not been cited by the author(s), together with any instances in which proper attribution of sources has not been provided.
Responsibility of the editor
- Decision
The final decision to accept or reject the paper is made by the editor. The editor is authorized to select and publish the article based on the recommendation of the reviewers. The paper may be accepted with minor/major revisions or rejected. The Editor may consult with the associate editor and other members of the editorial team, as well as with reviewers, in making publication decisions. The editors also make sure that the final manuscript has already followed the ELKHA’s guideline.
- Fair Play
The editors will evaluate the manuscripts for their scientific content without regard to the race, color, gender, sexual orientation, religious beliefs, ethnic origin, citizenship, or political philosophy of the author(s). They will not disclose any information about a manuscript under consideration to anyone other than the author(s), reviewers and potential reviewers, and in some instances the ELKHA editorial board members, as appropriate. Additionally, the editors will make every effort to ensure the integrity of the blind review process by not revealing the identity of the author(s) of a manuscript to the reviewers of that manuscript, and vice versa.
- Confidentiality
The unpublished manuscript will remain confidential and their research material will not be published somewhere else or shared without agreement with the author(s).
